If you don't mind doing it with VCL, then you can use the
TControlScrollBar::IsScrollBarVisible() method.

This example is for a TScrollBar, but the principle is applicable to all
controls that are able to display scroll bars.

void __fastcall TForm1::BitBtn1Click(TObject *Sender)
{
   if (ScrollBox1->HorzScrollBar->IsScrollBarVisible())
      Label1->Caption = "Horz ScrollBar is Visible";
   else
      Label1->Caption = "Horz ScrollBar is Not Visible";


   if (ScrollBox1->VertScrollBar->IsScrollBarVisible())
       Label2->Caption = "Vert ScrollBar is Visible";
   else
       Label2->Caption = "Vert ScrollBar is Not Visible";
}
