comes with multiple examples of how to code for HTML Help in C++
Builder.

The HTML Help API provides an HH_DISPLAY_TOC command with which you
can select the Contents tab in the navigation pane.

There is an HH_DISPLAY_INDEX command for selecting the Index tab.
