That should be using the form's Handle, not the Application's:

    HwNd = SetClipboardViewer(Handle);

That is because you used the wrong Handle when calling SetClipboardViewer(),
so the messages are going to the wrong place, you are not able to intercept
them correctly.  To continue using the Application->Handle, you would have
to set up a TApplication::OnMessage event handler instead.
