It is also possible to set timeouts.

Do you sure modem was tune in follow?
>dcb.BaudRate = CBR_9600;
>dcb.ByteSize = 8;
>dcb.Parity   = NOPARITY;
>dcb.StopBits = ONESTOPBIT;

It may have another baud rate.
This info as a rule in modem manual.
