Look at FindFirstFile(), FindNextFile(), and FindClose().  Specify "*.txt"
as the file mask, ie:

    WIN32_FIND_DATA fd = {0};
    HANDLE hSearch = FindFirstFile( "c:\\some folder\\*.txt", &fd );
    //...
