GetLastError() only returns a meaningful value if an error has occurred. If
you use it without checking for an error first, you will get an arbitrary
result - and it often indicates an internal, non-error, condition that
Windows is using to communicate between it's own routines.
There is nothing to "overcome". You have done the Windows equivalent of
using the contents of an uninitialized value.
