[URG] ExitWindowsEx in Windows98

I have a problem in ExitWindowsEx.
First of all I'm using that function in my program for about 4 years:

ExitWindowsEx(EWX_SHUTDOWN | EWX_FORCE | EWX_POWEROFF, NULL);

It works fine in 400 PC i tested (my software is popular :) ...

Well i've noticed that in a customer, in a large area of computers (20 pcs)
does not poweroff.
It tries to shutdown, it turns off monitor but the hdd seems to work because
if you try to access
files via network (\\pc001\c)) it works! Also if you ping the machine it
responds (network ping) !
It is not sleep or suspend because the only way to restore the machine is to
go and press the reset
button on the case.

If you ask to shutdown the pc via Windows, it works ! Only that code doesnt
work. I tried
all possible combinations of ExitWindowsEx and ExitWindows with all
parameters. It always
fails.

Any suggestion?
