It depends on your requirements :

a) really paint using Postscript :
    take a look at ghostscript, it has a low level API with implementation
of nearly all Postscript level3
    it is available under different liecenses...

b) just print on a postscript printer :
    use the standard TPrinter to print to the prostscript printer as long as
there is a Win32 driver installed

c) create PDF :
    use for example wPDF or print to ghostscript with drivers installed / or
print to an installed distiller printer driver...

d) create a postscript file :
    print to an AdobePS or the ghostscript printer driver into a file ( with
ghostscript there is a tool called redmon available )
