The error is self explanatory.  The service you are trying to stop is
configured as a dependancy for one or more other services that are
themselves still running and thus still dependant on the service you are
trying to stop.  That is the whole point of having a service be dependant on
another - the service *requires* the other one to always be running so it
itselves can run properly.

You would have to stop all of the other services first that are dependant on
the desired service.  If you do not do that, then no, you cannot force the
desired service to stop.

Since you cannot stop the desired service without first stopping all of the
dependant services, then yes, they are still running, as is the desired
service which they are dependant on.
