How are you creating Hconnection in the first place?  You should be using
InternetConnect() if you are not already.

12003 is ERROR_INTERNET_EXTENDED_ERROR:

    "An extended error was returned from the server. This is typically a
string or buffer containing a verbose error message. Call
InternetGetLastResponseInfo to retrieve the error text."

What does your exact code look like for that call?  Please always show
complete code snippets.  How are you declaring drc, buff, and dwBytesRead?
How large is your buffer?  Did you set dwBytesRead to the size of the buffer
before calling InternetGetLastResponseInfo()?  Did drc receive any value?
What is the actual return value of InternetGetLastResponseInfo()?  If
InternetGetLastResponseInfo() returns false, what is the return value of
GetLastError()?
