WinSight32 is commercial software and is not posted for download.  There are
differences among the various editions of the compilers.  It shouldn't be a
suprise to find out that the Enterprise and Professional Editions contains
some items that are not in the Personal Edition.

You MIGHT be able to get some use out of a utility called WinsPos that I
wrote.  I have posted a zip file with source, make file and static linked
executable in the attachments group (borland.public.attachments) with a
subject title of winspos.zip.  Note that it was thrown together to satisfy a
specific need that I had at the time and does not use the VCL.  It is
Windows API and C++ code.

What I do not understand is why, if you are using Delphi and not C++, are
you asking over here in the C++ area instead of in the Delphi area.  Do not
make the mistake of thinking the knowledge or abilities of the Delphi people
are less than are found over here.  There are more than a few absolute gurus
who frequent the Delphi newsgroups.
