Is there a particular reason you need to NewPage between labels?
You should be able to just send enough line feeds to move to the next
label (if you don't fill the label that is).

GetDeviceCaps gets the capabilities for the printer, and I think, has
nothing to do with how Windows is going to print.  The capabilities
are the largest paper it can print (or the size of the paper
selected/detected by the printer).

To set/select a different paper size, you need to querry/set the
DEVMODE.  Somewhere in there, when you querry, the paper size flag
(something like DM_PAPERSIZE ? ) will be set if the driver supports
that option. Not all printers/drivers support non-standard paper
sizes.  I doubt if any dot-matrix printers support it. I know the HP3
Laserjet does not.

Other options are to keep track of which label you are on so you can
print at label-relative positions. Then NewPage when your label count
is full.
