Stopping proccesses, rebooting, etc, in windows XP

#15362

I've just been asked to design some code that will shut down a pair of
services running on a computer, delete files in a directory, then reboot the
computer.

I'm uncertain how to have my software look for these running services and
shut them down... or how to soft reboot the computer. Neither have been
tasks I've written code for before.

Therefore, if someone could point me in the right direction, I'd be most
appreciative.

Thanks!
