Did you send the command string to set your printer to use the Turkish
Character set?
Each printer manufacturer uses a different method for setting things.
Check with the printer maker for the proper command strings.
Epson has them on the web somewhere, probably the others do too.

If you have the printer using the correct character set, and you think
the problem is with TRawPrinter, then you can write your own version
using...

	OpenPrinter( PortName, &hPrn, NULL );
	DocInfo1.pDocName = DocName;
	DocInfo1.pOutputFile = PortName; 
	DocInfo1.pDatatype = "RAW";
	StartDocPrinter( hPrn, 1, (LPBYTE)&DocInfo1);
	StartPagePrinter(hPrn);
	WritePrinter( hPrn, Buffer, NumBytes, &BytesWritten);
	EndPagePrinter(hPrn);
	EndDocPrinter(hPrn);
	ClosePrinter(hPrn);
