Yes, it does. I tested it numerous times under several different scenerios.

Please post *your* actual code that does not work for you.  And please
explain, in detail, exactly how you are testing it, exactly what you are
trying to do with it, and exactly how you are determining that it does not
work.

Yes, it is.  The Desktop is the top-most parent window for all other
top-level windows.  As I said, the code I posted last night worked fine for
me.
