The only thing I found by reading the MSDN is the following:

Searching the MSDN shows a different meaning for that
error code. That's what I found:

InitiateSystemShutdown
"The error ERROR_SHUTDOWN_IN_PROGRESS is returned
if a shutdown is already in progress on the specified computer."

Are you sure tjat you do not mix up anything ?
