How can I send command to TService??

Dear Sir,

I try to write a program, which can send command to the other TService
Program.
like IIS, it can control the IIS Service and FTP Service
would you tell me how can I do that?
I find some function in the help file

BOOL ControlService(
    SC_HANDLE hService, // handle to service
    DWORD dwControl, // control code
    LPSERVICE_STATUS lpServiceStatus  // pointer to service status structure
   );

but how can the TService receive?
I cannot find any event for the TService to support that command
I have thought before, I can you TCP/IP Socket to send command to the
TService, but it will waste one port for each TService

would you tell me the advance method?
Where can I find the resource in the web?
In the help file, it tell me to read the microsolf document
Is that mean, microsoft have more support?
can borland delete such sentence in the future Version?
