There are not better words than yours to describe the problem. And 
exactly for these reasons a couple of years ago I decided to bypass the 
problem and just send an idiot message to the end user.

I distributed my application and the end users are happy. Furthermore I 
did the following: at installation time, just the first time the app is 
executed, the end user must tell whether his/her connection to the 
Internet is permanent (like ADSL) or dialup. In the first case the 
message ("Please connect to the Internet...") is no longer sent.
