From mmsystem.h:

#define WAVERR_BASE            32
#define WAVERR_BADFORMAT      (WAVERR_BASE + 0)    /*
unsupported wave format */

so you're getting a WAVERR_BADFORMAT error (that is one of
the return values of waveInOpen). Sorry, no more help from
me...
