If you have BCB5 or 6, then add Iphlpapi.lib to your project.  It is located
in the $(BCB)\Lib\PSDK folder.

If the above doesn't work, then yes.  Or else locate the actual DLL and run
it through the IMPLIB tool to generate a compatble .LIB file.
