I don't know if this is possible, but heck, if nothing else works, why not
cheat?

keybd_event(VK_CONTROL,0,0,NULL);
keybd_event(VK_CONTROL,0,KEYEVENTF_KEYUP,NULL);

Wouldn't that prevent it? You could use the shift button or simply scroll
lock twice or something silly instead.
