Call SystemParametersInfo() with the SPI_GETNONCLIENTMETRICS action. 
This fills a NONCLIENTMETRICS structure, one of whose members is 
lfMenuFont, a LOGFONT containing information about the font used in menu 
bars.

As a rule, anything you set with the Desktop Properties dialog can be 
set or queried with this function. The trick is figuring out which 
action to use.
