TEvent (which calls CreateEvent() internally) would allow you to create an
instance of a named event, but it would not tell you if the event already
existed previously.  For that you would have to call GetLastError()
separately and check if it returns ERROR_ALREADY_EXISTS.  The same applies
if you were to use CreateMutex() instead of CreateEvent().
