I recall, I had a similar problem. I first moved the check to an
external tiny console program, and the problem dissapeared. 

I, then, tried to move the check inside the service thread. It also
worked. 

So, I concluded that my OnStart handler should not use the SCM.
Another M$ multi-threading efficiency.
