Firstly, you'll l have noticed that only icons which can be reached
from the
Start menu appear in the most frequently used applications list. So
start
by using one of the methods that have been described to you.

Then you want to fool Windows into thinking that the user has used
your
application more often than is actually the case (scoundrel! :). This
information is almost certainly stored in the registry.

I've found a couple of likely candidates, but you'll have to
experiment
to find out where and how the info is stored. Bear in mind that much
of
the registry is encrypted.

These are both under "HKCU\Software\Microsoft\Windows\".

"CurrentVersion\Explorer\UserAssist\{A-BIG-GUI}\Count":
has a list of applications whose names are (amusingly enough)
encoded using Rot13.

"ShellNoRoam\MUICache":
MUI might stand for "Most Used Icons".

Good luck,
Buster
