I don't know such Win API function.
Windows uses Configuration Manager's functions for enumeration 
devices. Configuration Manager is a part of DDK but 
available for using without building DDK environment.
You can use C++ Builder for enumeration.

TPortControl component can do enumeration in design and real 
time (source code and help file included):

Now I am finishing article about enumeration and managing FIFO 
control(and put it on codeproject site about some days).
