Handle the CN_NOTIFY message instead.  It is a copy of the WM_NOTIFY message
that is sent to the RichEdit's parent window.  Test the NMHDR's code member
for the EN_HSCROLL and EN_VSCROLL notifications instead.  You'll have to
first send the RichEdit an EM_SETEVENTMASK message with the EN_SCROLL mask
to enable the notifications.  Also have a look at the ENM_KEYEVENTS mask as
well to enable the EN_MSGFILTER notification.
