ShellExecute() is not dependant on IE specifically.  The code you have will
cause the *default* browser currently registered on the machine to execute
the URL, whether that browser is IE or Netscape or Opera or whatever.

Now, with that said, what exactly are you looking for?  Please clearify.  It
sounds like maybe you want to submit the URL without using a browser at all?
If so, then you need to use an actual HTTP component instead of
ShellExecute().  Indy (http://www.nevrona.com/indy) and ICS
(http://www.overbyte.be) both have HTTP components, and there are many other
third party components available for download if you search around a bit.
Or else use the native TCP components to implement the HTTP protocol
manually, if you want.  The basics of the HTTP protocol are documented in
RFC 1945 and 2616.
