There is a whole section in the Win32 Multimedia API documentation which covers joysticks. Have a look at the various joy...() functions, such as joyGetNumDevs(), joyGetPos(), joySetCapture(), etc. There are also various MM_JOY... window messages as well which you can intercept if needed.
