Did you try using the IDE's "Add to Project" option?

Are you using Microsoft's original gdiplus.lib file?  If so, it probably
won't work even if you do add it to the project.  Microsoft's library
formats are not compatible with Builder.  You would need to find the
original DLL and run it through Builder's IMPLIB tool to generate a
compatible import .lib file, if you haven't already.
