I only see the obvious:
Never use the VCL OnCreate or OnDestroy events.
Always use the C++ Contructor and Destuctors instead.

Guessing Handle is not valid.
Maybe also Screen->Width; hasn't been set yet.

Also, not sure if
>	ClientWidth  = Screen->Width;
>	ClientHeight = Screen->Height;
include borders and titlebar.
That might affect the Blt as the destination size would be illegal.
You might look at   GetClientRect()
