In order to do that, you're going to have to also detect the OS version at
runtime and then execute the appropriate code based on which OS you're
running under.  You use the GetVersionEx() function to know which OS you're
currently under, testing the version numbers for known values as documented
by Microsoft.  The VCL already calls GetVersionEx() for you at startup and
stores the results in various global variables.  In this particular case,
you don't really need to know the exact versions, just which kernel platform
is being used.  You can use the Win32Platform variable for that, ie:

    if( Win32Platform == VER_PLATFORM_WIN32_NT )
        // perform WinNT/2K/NT code
    else
        // perform Win9x/Me code
