You can use WMI for this. One of the samples in my download 
do it:

You can use "old way" via setupapi.dll and cfgmgr32.dll.
You can see how TDevInfoPnP do it:

At last the system keep all these information in Registry.

About day or two I plan to put in the codecentral the new
version of TPortControl with enumeration possibility (design 
time and run time) and FIFO (UART 16550)conrolling.
