This group is about the Win32 API, your question has nothing todo with 
the Win32 API. It should probably go in non-technical (because of the 
lack of another generic group).

Actually your question is so vague it is hard to answer. The only thing 
I can suggest is read the HTTP and HTML standards. Could you formulate a 
more specific question?
