You have to test against m.WParam. Something like:

switch(m.WParam)
{
   case DBT_DEVICEARRIVAL:
	//a new device has been inserted
   break;
   case DBT_DEVICEREMOVECOMPLETE:
	//a device has been removed
   break;
}
