You should use GetClassName() instead, ie:

    char name[100];
    GetClassName(hwnd, name, sizeof(name));
    if( strcmp(name, "TApplication") ==0 )

This way, you can skip past the hidden window of other VCL programs that may
be overlapping your own.

Because the window really is visible, it is just too small for you to see
