Your boss just means straight C++ code without all the bells and whistles of
libraries and frameworks.

File | New | Other | Console Wizard
Enable C++
Disable VCL/CLX and "Console Application" options

Now you have a bare-bones application with no VCL access at all, but full
Win32 API access.

you use in our code are available on Windows CE.
