Yes, it can.  Simply include Winwlx.h into the form's code and then call
WlxMessageBox() like any other function.  The only thing you have to watch
out for is that you have to provide the WinLogon handle that is passed to
your GINA's WlxInitialize() function, so you will have to store that handle
somewhere that the rest of your code can reach it when needed.

That is up to your own preferences.  If you can't, or don't want to, use the
GUI for it, such as a MessageBox(), then save the information to a file
instead.

Oh, BTW, I just noticed the following blurb on MSDN, so you might want to
keep that in mind for future development of your project:

    "GINA DLLs are ignored in Windows Vista."
