What about the obvious Application->OnMinimize event? Here is a simple example 
:-

__fastcall TForm1::TForm1(TComponent* Owner)
  : TForm(Owner)
{
  Application->OnMinimize = AppTryingToMin;
}

void __fastcall TForm1::AppTryingToMin(TObject *Sender)
{
  Application->Restore();
}
