The Win32 API MessageBox() function should be working fine.  Don't use the
VCL's TApplication::MessageBox() method.

The return value of GetLastError() sometimes gets reset when a VCL exception
is thrown.  There is a bug in the Exception constructor that does not
preserve the existing value of GetLastError().
