There's no reason why you can't use the Win API to create a dialog.
After all, people were creating windows dialogs for many years before
VCL came along.
The dialog resource just goes into an rc file. It's not a big deal.

Use CreateDialog() to have full control over your dialog.
Use DialogBox() if you only need standard handling.
