By default BCB only links in the most commonly used API functions so as
to generate a final executable image that is "lean and mean". By
defining this you are telling BCB to go ahead and bloat your code with
extra libraries.

I'm suggesting (guessing if truth be told since we always have this
defined anyway) that 'GetEnvironmentVariables' is in one of the
libraries that doesn't normally get linked in.
