You don't mention using SetCommTimeouts() which should probably be
done immediately after opening the port.

The code you provided appears to be using overlapped code to produce
blocking functionality. With proper timeouts, you should be able to
run just fine with blocking mode code, and be able to remove all that
overlapped code complexity
