If you call a function and it indicates an error (in this case by return NULL) you know something went wrong. Ideally if you want to know specifically what went wrong you could call GetLastError(). In practice if you are hoping for a precise, accurate error message you will probably be dissappointed. The 'resolution' of Windows messages varies immensely but they are rarely little better than a hint and can sometimes be utterly useless as in 'A parameter is incorrect'. GetLastError() generally suffices as a way of getting an error message to throw at the user but from a developer's POV I've never found it terribly helpful.
