CF_PICTURE is not a clipboard format.  It is a special value that allows
TClipboard.HasFormat() to check if the clipboard contains an image format
that TPicture recognizes.  For example:

    If Clipboard.HasFormat(CF_PICTURE) then
        SomePicture.Assign(Clipboard);

If, on the other hand, you are referring to the actual "Picture" clipboard
format, then that has nothing to do with CF_PICTURE at all.  The "Picture"
format is a private OLE format for Excel's own use that neither the Win32
API nor the VCL recognize.

Please provide more details.
