I don't disagree with these sentiments, but there are exceptions.  For 
the record, I write programs to operate a turnkey device that can 
substitute for its custom "facepanel" with a mapped keyboard in 
"scroll-lock" mode.  That's the manufacturer's design.

Since these programs moved from DOS to Windows, I have to advise the 
user to *check* for scroll-lock state before the program begins 
execution.  This sounds user-centric and polite.  But it has 
limitations, both for naive users and for automated actions.

There's an exception for every rule.
