I wrote my own component to handle this for me. I have posted in into 
borland.public.attachments. It is basically like a big panel, that can 
contain many smaller sub-panels, each having their own left, top, width and 
height properties, that can be set in either percentages or pixels. 
Sub-panels can be placed inside other sub-panels.

To use it, cut all your components out of the form, place the 
JComponentTable component into your form, align it to alClient, and paste 
all your components back onto it. Now, add cells to the component table, 
using its Cells property, and set their width/height/left and top position. 
For percentages set the values to something%, for pixels, somethingpx. Now 
once you've laid out all your cells, go through your components, setting 
their Tag property to the index of the cell that component is supposed to 
be in, plus one. Eg. If you want the component to be in cell 0, then you'd 
set that components Tag property to 1.
