As tinyabs mentioned, NTFS saves small files directly in the directory
entry, so you won't see any disk usage until the directory needs
another cluster.

The maximum amount of space would be the size of the file, rounded up
to the nearest cluster (plus one cluster for directory expansion).
This is what you should test for. Unless you have very specific needs
to squeeze onto a disk if at all possable, then err on the
conservative side, and check for the maximum amount. OTOH, if you
really need to squeeze in, then just start copying, and deal with the
out-of-space when it occurs.

In general, one cluster.
But if you place a lot of files in there, then more cluster are used.
The number of file entries per cluster depends on the cluster size,
and the file system in use, and in some cases, the size of the file
name.
