You need to call WTSRegisterSessionNotification() in order to receive
notifications from the Fast User Switching feature.  When the user is
switched, your window will receive the WM_WTSSESSION_CHANGE message.  You
can then check the lParam for the WTS_SESSION_LOGOFF and WTS_SESSION_LOGON
codes.

Once you have called WTSRegisterSessionNotification(), you will have to call
WTSUnRegisterSessionNotification() when you no longer need to keep track of
the user.
