If you're going to play WAV files, which is part of the power
of using Windows, then why stick with tones?  Why not play back
the recorded voice of somebody speaking?

Windows includes a small sound recording utility which can be 
used with a microphone attached to the sound card:

Start --> Programs --> Accessories --> Entertainment --> Sound Recorder

Record short messages like "Higher", "Lower", "Left", "Right", etc.
or what ever makes sense for your application.  You can then play
them using the PlaySound() function, as mentioned in previous
replys.
